Why this one catches people
It feels like background reading, so it gets skipped, and then a fifth of the Core section asks about it. Chlorine, ODP, the Montreal Protocol and the phaseout schedule are all straightforwardly learnable.

The mechanism, in one paragraph
Chlorine is the active agent. A CFC or HCFC molecule drifts into the stratosphere, UV radiation breaks a chlorine atom off it, and that chlorine atom catalyses the destruction of ozone. Catalytically is the important word: the chlorine is not consumed, so a single atom destroys many ozone molecules before it is eventually removed. That is why ozone depletion potential tracks chlorine content, and why bromine, which behaves the same way but more aggressively, is worse still.
Depletion is not the greenhouse effect
Ozone depletion and global warming are different problems with different mechanisms, and the exam expects you to keep them apart. A refrigerant can have zero ozone depletion potential and still have a very high global warming potential, which is exactly the situation that produced the current HFC phasedown.
The two instruments
- The Montreal Protocol is the international agreement to phase out ozone-depleting substances.
- The Clean Air Act is the United States law that implements it domestically. Section 608 sits inside it.
Questions often name one and ask about the other, so knowing which is the treaty and which is the statute is worth more than it looks.
Where people go wrong
- Mixing up ozone depletion with global warming. They are different mechanisms and the exam distinguishes them.
- Attributing depletion to the whole refrigerant molecule rather than to the chlorine it releases.
- Confusing the Montreal Protocol (the international agreement) with the Clean Air Act (the US law implementing it).
